In order to prevent the spread of acute respiratory disease COVID-19, caused by coronavirus SARS-CoV-2, in Ukraine, the Government of Ukraine on March 22, 2021, issued an order №230 «On amendments to the order of the Cabinet of Ministers of Ukraine of December 9, 2021 №1236».
The order introduced a number of changes to the procedure of crossing the state border of Ukraine by individuals and/or conducting the observation by them.
- it is determined that in order to enter Ukraine, foreigners and stateless persons along with the compulsory health insurance certificate must submit a negative result of COVID-19 PCR- test, conducted within 72 hours before crossing the state border.
However, it is determined that the requirements to submit the insurance certificate and/or negative PCR-test result will not apply to the following categories of foreigners and stateless persons:
foreigners, stateless persons who permanently reside on the territory of Ukraine;
persons recognized as refugees or persons in need of additional protection;
employees of diplomatic and consular missions of foreign states accredited in Ukraine, official international missions, organizations and members of their families;
drivers and crew members of freight vehicles, buses engaged in regular, irregular and pendulum transportation, members of air and sea crews, river vessels, members of train and locomotive crews;
servicemen (units) of the armed forces on NATO member states and member states of the NATO “Partnership for Peace” program, who participate in the training of units of the Armed Forces of Ukraine;
In case of absence of health insurance or certificate of negative PCR-test result for COVID-19 in other categories of foreign travelers, the employees of the State Border Guard Service of Ukraine will not allow the foreigners or stateless persons to cross the state border of Ukraine.
